With frame manufactures increasingly adopting disc brakes as the standard braking system on their frames, from minis and up, any wheel build you are considering should have a rear hub that has the ability to have a disc rotor to be bolted onto it. This will save you a bucket load down the track when you change a frame, and/or, open up your options on the next upgrade as you won't be stuck with hub/wheel that you can convert to a disc brake.
There aren't many 28 hole hub options at this price point, and Stay Strong have filled a big gap with their Reactiv hubset. The package consists of the Reactiv 10mm alloy fully sealed front hub with alloy female axle and the Reactiv alloy fully sealed rear hub with hollow axle, 6 Pawl, 180 points of engagement and alloy 7075 16T cog.
